Preventing and Ending Homelessness; A Community Collaborative
The goal of the Community Housing Resource Center is to prevent individuals and families from becoming homeless and rapidly re-house those who are already homeless. We currently serve families from the City of Roanoke, Roanoke County, City of Salem, Craig County, Botetourt County, City of Covington and Alleghany County.
Objective
To streamline getting individuals and families in need of services through intake, assessment and referral/placement, and to reduce duplication of services by electronically tracking participants using the Homeless Management Information System (HMIS).
The U.S Department of Housing and Urban Development (HUD) has published guidelines for the use of funds received under the Homelessness Prevention and Rapid Re-Housing Program (HPRP). The guidelines stipulate that “HPRP grantees are required to follow their Consolidated PlanÕs citizen participation process, including consolation with the Continuum of Care (CoC) in the appropriate jurisdiction (s). Grantees are also required to coordinate HPRP activities with the CoCÕs strategies for homeless prevention and ending homelessness.
The “10 Year Plan to End Homelessness” published in November 2006, documented the need to address homelessness in the Roanoke region and presented four goals to address the issue. One of the four goals focuses on preventing people from becoming homeless. The report identified created “a homeless prevention system to identify and assist people who are homeless or at risk of becoming homeless “as a strategy in the prevention of homelessness as well as to achieve the “rapid re-housing” of those who are homeless. In order to accomplish this strategy the plan calls for the establishment of a community housing resource center. There is broad-based support for the resource center- the regional homeless service providers, the City of Roanoke as well as the other jurisdictions comprising the Fifth Planning District endorsed the “10 Year Plan to End Homeless”. The 10 Year Plan was incorporated into the City of RoanokeÕs 2008 Consolidated Plan, making the development of a community housing resource center consistent with both plans.
